With a national presence in matters involving insurance and risk management programs, Ms. Essary has created a new measure of industry management oversight that speaks to the value proposition of the excess and surplus lines insurance market for Texas and throughout the United States. Her career has spanned various insurance segments to include risk management, information/trend analysis, self-funding and administration, claims/medical/litigation management, with specialty areas including P/C, health and welfare, safety, and more recently, compliance and oversight practices.


As the CEO of the Surplus Lines Stamping Office of Texas (SLTX), she has been instrumental in re-establishing SLTX’s presence within the full insurance industry realm, and working with counsel, trade and industry associations, media/social publication platforms, and legislative staff to promote the E&S system that supports consumer needs and the benefits established by the E&S for all constituents. With her vision and subject matter expertise, SLTX has now become an information promoter on all fronts.


Prior to joining SLTX, Norma spent 13 years overseeing strategic enterprise risk management as the VP, Risk Management, for the 4 th busiest airport in the world, (Dallas/Fort Worth International Airport). Beyond the insurance procurement and risk management functions, she strategically implemented a $3.5 billion construction-specific ROCIP, a fully staffed onsite medical clinic, administered a self-funded WC program, integrated disability, P/C litigation management, and all safety specific compliance programs under the occupational health and safety umbrella.


Norma holds a Bachelor of Business Administration from Texas State University and a Master of Business Administration from Texas Woman’s University. Her accredited designations include a Chartered Property Casualty Underwriter (CPCU) and Associate in Risk Management (ARM). She has been named by D CEO Magazine as one of the Top Risk Management professionals, honoree of the Dallas Business Journal for “Women in Business Awards”, and was previously selected by the Texas Public Risk & Insurance Management Association (TX PRIMA) as the “Top Risk Manager” for the State of Texas.
